The responsibilities of the Senior (Level 3) Enterprise Architect(s) include the analysis of how all the solutions supporting the Materiel Acquisition and Support (MA&S) business interact with each other, proposing a MA&S business and information systems transformation strategy, developing as-is and to-be documentation, identifying requirements and providing on-going advice to the different MA&S Transformation Campaign Plan projects. Technical Environment:  The environment and tools that will be provided are the following:
  • Qualiware Lifecycle Manager;
  • HyperText Markup Language (HTML); and
  • Microsoft Office Suite 2010 including Word, Excel, Access, PowerPoint, and Outlook.
Tasks: 
  • Develop business architectures, information architectures, Application System architectures, data architectures, technical architectures, security architectures, frameworks, and strategies for use in the DND to meet MA&S business and application requirements, complying with DND Architecture Framework (DNDAF) guidelines;
  • Identify and develop the policies and requirements that are applicable to the construction, use, and support of various federated Architecture capabilities to be used in Assistant Deputy Minister (Materiel) organizations;
  • Investigate, analyze, and evaluate alternative architecture design solutions to meet business problems;
  • Investigate, analyze, and evaluate MA&S supply chain capabilities based on the SCOR Model and recommend performance improvements;
  • Investigate, analyze, evaluate, and recommend performance indicators to measure and improve the materiel business;
  • Integrate all aspects of MA&S business and information management solutions;
  • Provide the DMSPR – Architecture team with information, direction, and support for emerging Architecture solutions; Perform impact analysis and develop capability gap reports for business, application, information and technology changes;
  • Develop business, application, information and technology requirements;
  • Transform business requirements into functional and technical specifications;
  • Design, develop, and maintain Logical Data Models, including associated metadata;
  • Analyze proposed changes to applications from the context of the Logical Data Models;
  • Provide technical expertise in the use and optimization of data modeling techniques, application modelling, business modelling, and performance indicators modelling;
  • Provide advice to DMSPR – Architecture team and business users relating to issues on business architecture, data/information, performance indicators, outcomes and business analysis concepts;
  • Participate in the development of data modeling and metadata policies and procedures;
  • Construct, monitor, and report on work plans and schedules; and
  • Facilitate workshops to develop different architecture models.
Deliverables:  The Enterprise Architects must deliver the following:
  • MA&S Functional Activities (Operational View – 5b of DNDAF) model for MA&S Business Functions;
  • Conceptual data models (Information View – 1 of DNDAF);
  • Performance Indicator Diagrams and Dashboards associated with Materiel Business (Strategic Views of DNDAF);
  • Harmonized threat and risk assessment reports (Security Views of DNDAF);
  • Logic and Value Model for MA&S business (Strategic View of DNDAF);
  • Information systems view (Systems View of DNDAF);
  • Mapping of conceptual data elements to IM/IT implementation in different applications;
  • Capability gap report, based on the modelling workshops and architecture content;
  • Deliver detailed business, information System and Technology requirements for MA&S Business Transformation;
  • Published models developed within DMSPR – Architecture section;
  • Business and IM/IT System migration path recommendations; and
  • Federated Architecture policies for MA&S.
Experience Required: 
  • The Bidder must submit a detailed résumé for the proposed resource demonstrating that the resource meets the TBIPS minimum mandatory requirement (relevant experience) for resource category P.2 Enterprise Architect, Senior (Level 3).  The Bidder must clearly demonstrate that the proposed resource has a minimum of ten (10) years of experience, or a minimum of five (5) years of experience with a recognized professional certification, as an Enterprise Architect.
  • The Bidder must clearly demonstrate that the proposed resource has a minimum of ten (10) years of experience, as an Enterprise Architect working at the Enterprise Level, developing business architectures.  Enterprise Level: Experience overseeing simultaneously multiple solutions to deliver capability to multiple functional areas across many groups (for examples: Human Resources, Finance, Research and Development, Information Management, etc.)
  • The Bidder must clearly demonstrate that the proposed resource has a minimum of two (2) years of experience, as an Enterprise Architect working at the Enterprise Level, developing data architectures.  Enterprise Level: Experience overseeing simultaneously multiple solutions to deliver capability to multiple functional areas across many groups (for examples: Human Resources, Finance, Research and Development, Information Management, etc.)
  • The Bidder must clearly demonstrate that the proposed resource has a minimum of six (6) months of experience, in the last five (5) years, evaluating alternative design solutions to meet business solutions.
  • The Bidder must clearly demonstrate that the proposed resource has a minimum of six (6) months of experience, in the last four (4) years, working with Qualiware Lifecycle Manager.
  • The Bidder must clearly demonstrate that the proposed resource has a minimum of six (6) months of experience working with the Supply Chain Operations Reference (SCOR) model.
